Good evening. May name is Kajimura. First of all, thank you, Christine, for your strong words of encouragement for Berlin.

 

私は、ベルリン市のミッテ区に住んで、38年前になります。今日は、「アリはミッテ区の一部だ!」〜干渉を許さない住民たちの抵抗という題で、お話しさせていただきます。

I have lived in the Mitte district of Berlin for 38 years. In my talk today, I will be speaking under the title of Ari is part of the Mitte District ! : Residents resist against interference.

 

ご存知のように、今月はじめ、ミッテ区はコリア協議会に「平和の像」の撤去命令を出しました。この春から夏にかけて、「平和の像」を巡る状況は急転しました。夏の間、コリア協議会や像を支持するベルリン市の市民は、像の撤去を避けようと、考えうる限りの活動をしてきました。その過程で、日本政府がベルリン市やミッテ区に対して想像を超える圧力をかけていたことも、明らかになりました。今日はそんな話をいたします。

As you all know, the Mitte district has issued a “removal order” for the statue to its installer, the Korea Council (hereafter Korea Verband), by the 31st of this month. The situation surrounding the statue took a sharp turn this spring and summer. During the hot summer months, the Korea Verband and the citizens of the Mitte district and the city of Berlin, who support the statues, made every effort to prevent their removal. In the process, it became clear that the Japanese government was exerting unimaginable pressure on the city of Berlin and the Mitte district. Today I would like to tell you about these stories.

 

なお、「アリ」は「平和の碑」のニックネームで、アルメニア語で、「勇気」と言う意味です。またドイツ語文脈では、「平和の碑」はFriedensstatue、つまり「平和の像」と呼ばれています。ですので、今日も話の中で「平和の像」と呼ばせていただきます。

“Ari” is the nickname of the so-called “Peace Girl Statue,” which was installed in the Mitte district of Berlin four years ago. The original of this sculpture in Seoul is called “Peace Monument,” but in Berlin it is called “Peace Statue” or “Statue of Peace,” so I will use the term “Peace Statue” or “Statue” or “Ari” for short.

さてその「アリ」ですが、今現在、いつもの場所にあります。が、ミッテ区の出した「撤去命令」によれば、猶予期間は残り5日です。この「撤去命令」に対して、コリア協議会は、ミッテ区に対し異議申し立てを行い、行政裁判所に仮処分を申請して、その判断を待っています。

“Ari” is in her usual place, sitting on a chair. But it should be said that she is not actually there yet. According to the 'removal order' sent to the Korea Verband by the Mitte district, there are five days left in the grace period. The Korea Verband appealed this 'removal order' to the Administrative Court on October 10 and is awaiting its decision.

 

[Slide 4 設置からこれまでの経緯 History from installation to today]

はじめに、この5月までの経緯を、簡単に振り返っておきます。

2020年9月28日の除幕式の翌日、加藤官房長官が、極めて残念だ。撤去に向けてさまざまな関係者にアプローチし、わが国の立場を説明するなど働き掛けていきたい」と発言しました。早くも107日にはミッテ区が認可撤回と撤去命令を出します。これに対して、区議会は、115日に像の支持宣言を行い、121日に像の恒久的設置を区に求める決議をします。

Let's start with a brief history from September 2020.

The day after the unveiling ceremony on 28 September 2020, the Chief Cabinet Secretary Kato of the Japanese government said, “It is extremely regrettable. We will approach various people concerned and explain our country's position and work towards the removal of the statue.” On 7 October, the Mitte Ward District Office withdrew its approval and issued an order for the statue’s removal. On 5 November, the Mitte Ward District Council (hereafter “District Council”) declared its support for the statue, and on 1 December, the District Council passed a resolution calling for the statue to be permanently installed.

 

ここで指摘しておきたいのが、20211月に区議会に出された議案です。「紛争下の女性への性的暴力を記憶する、平和の像のコンペを実施しよう!」というもので、修正されて8月の区議会で採択されました。この決議が後に、区が、ベルリン市と連邦政府との間で、紛争時の性暴力を記憶する、ユニバーサルな碑を作ろうという話へと発展します。提案者のFDP自由民主党が一貫して像を不支持の立場なのが、当初から気になっていました。

It should be recalled that in January 2021, a proposal was submitted to the District Council to “organize a competition for a statue to commemorate sexual violence against women in armed conflict.” The proposal was amended and passed by the District Council in August, but this resolution later developed into a project in which the Mitte district entered into a partnership with the city of Berlin and the federal government to create a universal memorial to sexual violence committed during armed conflicts. The fact that the proponents, the Free Democrats, have consistently opposed the statue from the outset.

 

一方、像を支持する党派は、20213月と20226月に、像の存続を保証するよう求める議案を上程し、採択されています。

Meanwhile, the two proposals forwarded in March 2021 and June 2022 by political parties supporting the retention of the statue were also passed.

 

ではなぜ、区長は区議会の決議に従わないのかと皆さんは思われるでしょう。区議会決議は、区に対する拘束力がありません。区議会決議は区に対する要請でしかありません。「区は、区民の意志を代表する区議会決議を実施するための策を探ってください」というものです。区は、善処したがこれが限界ですと言えるのです。

So why, you may ask, is the Mitte Ward Mayor not following the decision of the District Council? The decision of the District Council is not binding on the Ward District. The purpose of the District Council resolution is that “the Ward shall consider measures to implement the resolution of the Ward District Council, which represents the will of the people of the ward,” but the Ward can say that it has tried its best, but it can no longer do so.

 

202211月、新しく就任した区長が、像はさらに2年間継続設置されると述べます。ところが2023年の1月に、再度の認可ではなく「容認」扱いだということが判明します。

In November 2022, the newly elected mayor told the Education Committee that the statue would continue to remain for another two years. In January 2023, however, it became apparent that that decision had not been authorized and was being treated as “permissible.

この「容認」状態で、一年半が過ぎた今年の夏の初め、ベルリンと東京の姉妹都市締結30周年で、ベルリン市長が日本を訪問します。そして5月16日に上川外相と会って、「問題の『慰安婦』記念碑については、解決の意向だ」と話します。その日出されたプレスリリースには、この件に関して、「市長は、関係者や区や連邦政府と協議中であり、『変化を実現することが重要』だ。紛争時の女性への暴力に反対する記念碑には協力を惜しまないが、一方的な表現は許されない。この協議には、日本大使も関与してもらうつもりだ」と言ったとあります。

After a year and a half of this state of affairs, things took a sudden turn at the beginning of summer this year. On 16 May, the mayor of Berlin, who was visiting Japan to mark the 30th anniversary of the Berlin-Tokyo sister city agreement, met with Japanese Foreign Minister Kamikawa and told her that he intended to resolve the “problem” of the “comfort women” memorial. A press release issued on the same day said “The mayor is in talks with relevant stakeholders and with the Mitte District and federal governments on the issue, and it is important that ‘change is achieved.’ We are willing to work with monuments against violence against women in times of armed conflicts, but unilateral statements will not be tolerated. We intend to involve the Japanese Ambassador in these discussions.”

 

このとき、日本外務省も、ベルリン市長と上川外相の面談を発表しています。ところが、日本外務省のウェブサイトには、平和の像に関するくだりが抜けているのです。市長が「この協議には、日本大使も関与してもらう」と言っているのに、です。だから、日本のマスメディアも、一切報じていません。ベルリン市のプレスリリースは、単にミッテ区に対する牽制だったのでしょうか。

At the time, the Japanese Ministry of Foreign Affairs also reported on its website about the meeting between the mayor of Berlin and Foreign Minister Kamikawa. However, the following is missing from the Japanese Foreign Ministry’s website. The mayor said that “the Japanese ambassador will also take part in these talks.” That’s why the Japanese mass media didn’t report it at all. What is the purpose of the mayor’s press release? Is it just a pick-off play against the Mitte District?

ともあれ、この市長の発言は、平和の像を支持する人たちには衝撃でした。そのうえ、この直後に、ミッテ区長の政策補佐官が、像の「容認」状態は延長されないだろうと、コリア協議会に口頭で伝えてきました。そこで、「みんながアリのために!」というキャンペーンが始まります。

フットワークが良い日本出身の若い人たちが、524日にベルリン市庁舎前で、抗議集会を開きます。6月7日には、コリア協議会によるonline-Petition Save ARI!がスタートします。署名は、これまでに44,000筆を超えました。

Anyway, this press release came as a shock to those in Mitte district who support the statue. In addition, shortly afterwards, a political advisor to the Mitte District Mayor verbally informed the Korea Verband that acceptance of statue would not be extended. Various measures were immediately devised and organized to prevent the statue's removal. Young people from Japan did the footwork and immediately organized a protest rally in front of Berlin City Hall on 24 May, and on 7 June the Korea Verband launched the online petition “Save ARI!,” which has more than 48,000 signatures to date.

「右翼に対抗するおばあちゃんたち」は、平和の像の設置以来、毎月欠かさず像の前で集会を開いていますが、612日の集会が、像の前での「みんながアリのために!」キャンペーンの、始まりになりました。その後、像の前では、大小さまざまな催しが毎週続きました。

区長宛に像の存続を求める絵ハガキキャンペーンが、この集会で、スタートしました。

On the second Wednesday of every month, the organization called “Grandmothers Against the Right” hold a rally in front of the statue, and the rally on 12 June marked the start of the campaign in a public space. Since then, there have been weekly events of varying sizes in front of the statue. The rally was used to launch a postcard campaign to the Mitte District Mayor, urging her to keep the statue in place.

 

[Slide 8 「紛争下の性暴力根絶のための国際デー」 International Day for the Eradication of Sexual Violence in Conflict]

619日には昨年に続いて、コリア協議会とベルリン女の会の共催で「紛争下の性暴力根絶のための国際デー」の集会が開かれ、昨年同様、移民ルーツの女性団体が多く集まりました。決議文には、以下の要求項目が盛り込まれました。

「平和の像は、モアビットに残らなければならない!連邦政府とベルリン市は、区の案件に干渉するな。連邦政府とベルリン市は、市民社会を干渉から守れ!」。

On 19 June, the International Day for the Eradication of Sexual Violence in Armed Conflict was held, as in previous years, jointly by the Korea Verband and the Berlin Women’s Association. As in previous years, feminist organizations with immigrant roots gathered to hear the following statement: “The Peace Statue must remain in Moabit! The federal government and the city of Berlin must not interfere in the affairs of the district. The federal government and the city of Berlin must protect civil society from interference!”

区民の区政への直接参画ツールを利用して、区と区議会への働きかけも始まりました。その一つが区民質問です。6月20日の区議会で、二人の区民が質問に立ちました。

Using the systems that allow citizens to participate directly in the Ward District administration, they began to put pressure on the District Council and the District Administration. One of these systems is citizens’ questions to the District Council, and two residents from the Mitte Ward asked questions at the District Council meeting on 20 June.

 

ゲーリーさんは、市長は平和の像の表現は一面的だから撤去すべきだというが、区長も同意見か、と質し、マサオさんは、世界各地で戦争が続いている今こそ、平和の像が必要だ。像の「容認」は、現行規定でも延長可能なのではないかと、問いました。この二人を応援する人々が、区議会前に集まりました。

One of the two residents, Gary, asked whether the mayor’s view that the statue was one-sided and should be removed was generally shared by the residents of the Ward, while the other resident, Masao, said that statues of peace were needed now as wars were still being fought around the world, and asked about the possibility of keeping the statue. There was a rally in support of these two questioners outside the District Council meeting.

 

また、「『慰安婦』像は残るべきだ!」という議案が、この日の区議会で上程されています。像を支持する社民、左派党、緑の党の提案です。議案は文教委員会に回され、9月の区議会で再審議されました。

Also that day at the community meeting, councilors from the Social Democrats, the Left Party and the Greens, who support the statue, proposed “The statue must stay” and put a motion on the agenda. The proposal was sent to the Education Committee on 10 July and will be discussed again at the next District Council meeting in September.

もう一つの区民参加ツールが、住民請願です。区議会に議案を提起できますが、これには区民1000人の署名が必要です。9に開かれる区議会を目指して、平和の像の前やミッテ区内の夏祭りなどで署名を集めました。しかし、請願書は7月下旬に区議会議長に渡さねばなりません。果たして1,000筆が集まるかどうか、その上、あいにく夏休み中です。提出した署名が、議会事務局で適切に処理されるかどうかも、心配されました。

Another system of community participation is the residents’ petition, which allows a proposal to be put to the District Council, but requires the signatures of 1,000 community residents. The petition must have been submitted to the Chairman of the District Council by the end of July in order to reach the Council in time for the September meeting. There were concerns about whether 1,000 signatures would be collected and whether the Council secretariat would be able to properly process the signatures submitted during the summer holidays.

区民請願の内容は、「平和の像が、現在地に記念碑として長く維持されるように、区は他の当局と協力して必要な措置を講じるべきだと、区議会が決議してほしい」というものです。2週間で2,216筆の署名が集まり、731日に区議会議長に手渡されました。

その後もコリア協議会に届けられた1,000筆余りを合わせると、3,311筆です。ミッテ区の人口が39万人強ですから、区民の約1%支持があったことになります。この区民請願は、9月19日の区議会で審議されることになりました。

However, 2,216 signatures were collected within two weeks. These signatures, along with the petition, were handed to the District Council Chairman on 31 July and were due to be discussed at the District Council meeting on 19 September. The total number of signatures is 3,311, including more than 1,000 that were subsequently submitted to the Korea Verband. As the population of the Mitte Ward is over 390,000, this represents about 1% of the population of the Ward.

8月の始め、コリア協議会がベルリン文化教育プロジェクト財団に助成申請をした教育プロジェクトの審査に、市長が介入したと、地元のマスメディアが報じました。背景には日本大使館の圧力がうかがわれるというのです。

In early August, the local mass media reported that the mayor of Berlin had intervened in the review of an educational project for which the Korea Verband had applied for a grant from the Berlin Foundation for Cultural and Educational Projects. The report suggested that this was due to pressure from the Japanese Embassy.

 

コリア協議会は2021年以来、『私の隣に座って!』というプロジェクトに、同財団の助成を受けてきました。審査委員会がこの企画を全会一致で推薦したにも関わらず、申請が却下されたことは、4月にわかりました。市長の訪日の一月ほど前のことです。

Since 2021, the Korea Verband has received a grant from the Foundation for the project “Sit next to me!” In April they found out that the project they had applied for this time had not been approved by the Education Advisory Committee, despite the unanimous recommendation of the Review Committee. This was just before the mayor’s visit to Japan.

 

報道によれば、「日本政府との問題上、プロジェクトへの助成を認めないように」と、市長から電話があったと、諮問委員会のメンバーでもある教育省青少年担当次官が、委員会の冒頭で語ったそうです。その前には、日本大使館の文化担当官が、数人の委員会メンバーをホテルのレストランで饗応し、プロジェクトに反対するよう説得に努めたといいます。

According to reports, one member of the advisory committee, Undersecretary of Youth Affairs, Ministry of Education, told the committee at the beginning of the meeting that he had received a phone call from the mayor asking him not to approve funding for the project because of problems with the Japanese government. Prior to the committee meeting, a cultural attaché from the Japanese embassy hosted several members of the committee in a hotel restaurant in an attempt to persuade them to oppose the project.

 

メディアに対して、日本大使館は面談を認め、「このプロジェクトは、像に加担して一方的なナラティブを広めるものだ。アジアについて十分な知識のない青少年に反日感情が植え付けられる」と答えています。過去にも、コリア協議会の提供する学校プロジェクトが、日本大使館による干渉の結果、中止に追い込まれたことがありました。

In response to media enquiries, the Japanese Embassy said: “The project is complicit with the statue and promotes a one-sided narrative. It will create anti-Japanese sentiment among young people who do not have sufficient knowledge about Asia.” It is recalled that in the past a school project of the Korea Verband had to be cancelled due to the interference of the Japanese Embassy.

 

[Slide 13教育プロジェクトへの市長の介入2 Berlin Mayor’s intervention in education project (2)]

『私の隣に座って!』は、コリア協議会が2021年から続けている、青少年向けの啓発プログラムです。平和の像と、コリア協議会が運営する「慰安婦」ミュージアムの展示を教材に、生徒たちは、性暴力が構造的なものであることや、植民地主義がもたらした問題などを学び、自らの体験や家族史について省察する機会を持ちます。日本軍「慰安婦」問題はその学習の入口なのです。

“Sit next to me!” is an awareness-raising program for young people run by the Korea Verband since 2021. Using the Peace Statue and the exhibition at the Korea Verband’s “Comfort Women Museum” as teaching materials, students learn about the structural nature of sexual violence and the problems caused by colonialism, and have the opportunity to reflect on their own experiences and family history. The issue of the Japanese military’s “comfort women” is an entry point for such learning.

 

このプロジェクトに参加しているフリッツ・カルセン学校の職員会が、全会一致で、夏休み明けの9月17日に、「民主的教育を守ろう:『私の隣に座って!』を続けて!」という抗議声明を出しました。以下、抗議声明から引用します。

「フリッツ・カルセン学校の職員会は、学校のプロジェクト活動と民主的な学習への介入に抵抗する。私たちは、民主的な教育が国益や政治的利益の手玉に取られたことに愕然としている。私たちは、プロジェクト・ファイナンスの決定の見直しを求める。私たちは、学校における民主的な教育と民主主義に基づく行動が促進されることを、それが阻止されないことを、要求する」。

On 17 September, after the summer holidays, the staff association of the Fritz -Karsen School, which is continuously involved in the project, issued a statement of protest entitled “Defend democratic education: 'Sit next to me!’ to continue the project!” Below is a quote from the protest statement.

The staff association at Fritz-Karsen School opposes interference in the school’s project work and democratic learning. We are appalled that democratic education has been played into the hands of national and political interests. We demand a review of project funding decisions. We demand that democratic education and democratic action in schools be promoted and not thwarted.

 

919日の区議会前での集会では、同校のプロジェクト担当教員と生徒たちがこの声明を読み上げ、アリの存続を訴えるスピーチをしています。

The school’s project leader and students took part in a rally in front of the District Council Building on 19 September, where they read out this statement and made speeches calling for the Statue of Ali to continue. 

 

[Slide 14日本軍「慰安婦」メモリアルデー1 Japanese Army “Comfort Women” Memorial Day (1)]

8月14には、例年、ベルリン女の会とコリア協議会などの韓国系団体が、ブランデンブルク門前で、日本軍「慰安婦」メモリアルデーの集会を持ちます。今年は、像の存続を支援するため像の前で開きました。

On 14 August, the Japanese Women’s Initiative Berlin, the Korea Verband and other Korean organizations usually hold a rally in front of the Brandenburg Gate to commemorate the Japanese Army’s “Comfort Women.” This year they decided to hold it in front of the statue to support its continued existence.

 

この間のキャンペーンや、前述した暴露記事の影響はことの外大きく、参加者は述べにして300人。小さな広場の周囲の舗道にまで人が溢れました。

The impact of the recent campaign and the aforementioned exposé was undeniably significant, with a total of 300 people attending. People even spilled onto the pavements around the small square.

集会のモットーは、「平和の像は、残らねばならない『慰安婦』被害者を想い起こそうあらゆる性暴力にノーを言おう」というものです。

ベルリン女の会は、日本軍性奴隷制のサバイバー9人の証言を読み上げ、「慰安婦」問題が、それを日韓の外交問題に矮小化する日本政府の主張とは異なり、アジアの多くの地域の被害女性たちに関わる問題であることを訴えました。ある全国紙は、マレーシアのロザリンさん、東チモールのマルタさん、インドネシアのマルディエムさんの証言を引用してくれました。

The theme of the rally is: “Peace statues must remain! Remember the victims of ‘comfort women’! Say no to all forms of sexual violence! The Japanese Women’s Initiative Berlin read out the testimonies of nine survivors of Japanese military sexual slavery, confirming that, contrary to the Japanese government’s insistence that the “comfort women” issue be reduced to a diplomatic issue between Japan and South Korea, it is an issue that affects women victims in many parts of Asia. A national newspaper quoted the testimonies of Rosalind from Malaysia, Marta from East Timor and Mardyiem from Indonesia.

続いて26人のスピーチ・マラソです。26人は、移民系ルーツの住民グループ、フェミニスト団体、労働組合、区議会議員、政党の青年組織、近所の住民などなど。当日まで参加の申し込みが引きを切らず、集会は1時間も延長しました。

This was followed by a speech marathon of 26 people. These 26 individuals included residents' groups, feminist organizations, trade unions, ward councilors, political party youth organizations and neighborhood residents. The rally, which was planned to last one and a half hours, ended up lasting two and a half hours, as applications for participation were not received until the morning of the day of the event.

9月19日の区議会では、1時間の討議の後、住民請願と、「『慰安婦』像は残るべきだ!」という議案が採択されます。この議案の内容は、平和の像がミッテ区で長期的に維持されるよう、区に要請する。具体的には、容認状態を延長するための、法規上の可能性を検討し、長期貸与や贈与、あるいはコンペを通しての維持の可能性について調査するように、というものです。

At the District Council meeting on 19 September, a petition from residents and a proposal from the three parties were accepted after an hour of debate. The content of this proposal is to ask the Mitte Ward to ensure that the Peace Statue is maintained in Mitte Ward in the long term. Specifically, the council is asked to examine the legal and regulatory possibilities for extending the permit status and to investigate the possibility of maintaining the statue through long-term rental, donation or competition.

 

しかし、区長は、「コンペを経ていないプライベートなアート作品の公共空間での展示は、行政法規上、2年以上は認められない」と主張し続けました。「コンペを経た作品だけが、長期間設置できる正しい記念碑」であり、像がミッテ区に残るには私有地への移転しかないというのです。

However, the Mitte Ward mayor insisted for 20 minutes that, according to administrative regulations, the display of private works of art in public spaces that have not gone through a competition is not allowed for more than two years. 0ne of the representatives of the residents countered that the Peace Statue is a monument! Yet, the mayor insisted that only works that have gone through a competition are the right kind of monuments.

 

区議会前で開かれた「私達は真剣だ ― 平和の像アリは残る!」という集会は、4時間に及びました。

In front of the District Council building, citizens held a gathering over four hours under the slogan “We are serious - the peace statue will stay!”

区議会の5日後の24日に、区長は、コリア協議会を面談に招き、民間の敷地への像の移転を提案します。それは、具体的な候補地を明らかにせずに、4週間以内に移転せよという一方的なもので、コリア協議会は、26日に弁護士を通じて、妥協提案を区に送ります。しかし、すでにその前日の25日に区長がプレスリリースを出し、「交渉は決裂し、区は「撤去命令」を出さざるを得なくなった」と発表します。コリア協議会の妥協提案は拒否されました。

On the 24th of September, five days after the District Council meeting, the mayor invited the Korea Verband to a meeting and proposed that the statue be moved to a private site. The Korea Verband did not accept the unilateral condition that the statue be moved within four weeks without revealing the specific location, and on the 26th the Korea Verband sent another compromise proposal to the Ward office through its lawyer. However, on the previous day, the 25th, the Ward Mayor issued a press release announcing that negotiations had broken down and that the Ward had been forced to issue a “removal order.” Thus, a compromise offer from Korea Verband had been rejected.

 

「撤去命令」によれば、今月31日までに像が撤去されなければ、3,000ユーロの過料が科せられます。コリア協議会は、1010日にミッテ区に対し、異議を申し立て、同16日に行政裁判所に仮処分を申請しました。

According to the “removal order,” if the statue is not removed by the 31st of this month, a fine of 3,000 euros will be imposed. The Korea Verband has appealed to the Administrative Court on October 10.

ミッテ区の区長は、19日の区議会で、日本や韓国からの圧力があったことを認めました。また、翌日の9月20に、独日協会で離任の挨拶講演をした在ドイツ日本国大使が、講演の最後に像の件に触れたという話も伝わってきました。大使は、像の撤去は在任4年間における彼の任務だったといい、「ミッテ区長もベルリン市長も、日本の立場を非常によく理解して、尽力してくれた。しかし、区議会の多数派は反対し続けている」と述べたということです。

At a district council meeting on 19 September, Mitte Mayor Remlinger admitted that there had been pressure from Japan and South Korea. It was also reported that the Japanese Ambassador to Germany, who gave a farewell speech to the German-Japanese Society the following day, 20 September, mentioned the statue at the end of his speech. The Ambassador said that the removal of the statue had been his mission during his four years in office and that “both the Mayor of Mitte and the Mayor of Berlin understood Japan’s position very well and did their best. However, the majority of the District Councilors remains opposed.”

 

日本政府は4年前の設置当初から、公然と像の撤去を求めて来ました。ドイツにおける過去の事例からも、以降も、干渉がやまないであろうことは予想できました。しかし、ベルリン市長を介して関連プロジェクトまで、妨害するといった行為は、もはや、これまでとは次元が異なる介入だと言わねばなりません。

The Japanese government has been trying to remove the statues since 
they were first installed four years ago. We knew from occasional news 
reports, from previous cases in Germay and even from the testimony of 
local councilors that Japanese interference had continued since then.
But interference by Mitte Ward Mayor and Belin Mayor, as in the 
blocking of the education project, was beyond our imagination. 
It means another dimension.

 

ドイツのメディアは、今回も頑張ってくれました。プリントメディア3紙と放送メディア1局です。地元の公共放送はラジオとTV番組で取り上げています。ところが、日本政府による干渉は、実は現地のマスメディアにも及んでおり、平和の像についての記事を報じたジャーナリストに日本大使館が接触するといったことまで起きています。政府による言論界への干渉圧力、これは残念ながら日本では周知のことですが、それを、外国の言論界にまで広げているのです。

The German media - three print and one broadcast - did a great job again. The local public broadcaster covered the story on its radio and TV programs. However, the Japanese government's interference also extended to the local mass media, with the Japanese embassy even contacting journalists covering the peace statue. The government's pressure to interfere in the world of mass media, which is unfortunately well known in Japan, has been extended to the world of foreign speech.

これらの事例の大半において、日本の大使館や領事館は、像の設置者や展示の当事者にではなく、設置場所や展示会場を監督する官庁などのトップに接触しています。当事者に対して強い権限をもつ立場の人物を懐柔しにかかるのです。ミッテ区のケースも、例外ではありません。

In these cases, almost without exception, the Japanese government has approached the parties concerned and urged them to remove the statues, explaining Japan’s official position. The parties concerned are not those involved in the installation or display of the statues, but those in positions of authority over the people concerned, such as the head of the supervisory authority of the exhibition venue or installation site, or the head of the sponsoring organization. The case of Mitte Ward is no exception: the Ward Office and District Council, and above them the city of Berlin and even the federal government.

 

その際、これまでの事例では、この画像のような資料と、外務省のホームページで公開されている、「『慰安婦』問題についての我が国の取り組み」という文書が手渡されているようです。次ページは、その目次です。

At the time of the “approach,” you will probably always be given a copy of Japan’s position on the “comfort women” issue, which is available on the website of the Ministry of Foreign Affairs, and this document prepared by the Ministry of Foreign Affairs. The next page is its table of contents.

介入の具体例を、一例紹介します。2019年の6月プラスティック像が、ボーフム市のドイツ・プロテスタント教団主催の教会デーで、三日間だけ展示されました。教会デーの終了後に、デュッセルドルフ総領事が、ヴェストファーレン・リッペ地方連合の会長を訪ねました。この人は、展示会場になったヴェストファーレン・リッペ・ミュージアムの管理・監督責任者です。総領事は、例によって、「慰安婦」問題に関する日本政府の見解を伝えて、「日本の植民地だった韓国は、『慰安婦』制度にも自ら加担した」とか、「韓国内の急進派が、日韓関係を悪化させている」などと述べたそうです。とんでもない話ですが、それでも日本政府の介入は、従来はこの程度で済んでいたのです。

Here is a concrete example of intervention: in the case of the German Evangelical Church Day in Bochum in June 2019, the plastic statues were only on display for three days at the Church Day organized by the German Evangelical Order. After the Church Day had ended and the display had been removed, the Consul General of Düsseldorf visited the Chairman of the Regional Association of Westphalia-Lippe, who was responsible for the management and supervision of the Westphalia-Lippe Museum, where the display was located. The Consul General informed him of the Japanese government’s position on the “comfort women” issue, stating that “Korea, as a Japanese colony, was also complicit in the “comfort women system” and that “radicals in Korea are worsening relations between the two countries.” It is terrible, but still, this is the extent of intervention the Japanese government has been able to get away with so far.

9月中旬に、地元紙が奇妙な新事情を、報じました。「モアビット地区における日本外交、平和の像の対抗馬」という見出しです。

In mid-September, the local newspaper taz carried the headline “Japanese diplomacy in the Moabit district, a rival to the Peace Statue.

 

記事によれば、「紛争時の性暴力に反対する協会(SASVIC)と名乗る団体が、性暴力をテーマとする彫刻をミッテ区内で設置する準備を進めています。SASVICは、今年の6月にベルリンで結成され、7月に区に彫刻の設置認可を申請しています。この団体は、イギリスの「Lai Dai Hanに正義を」という団体と協力関係にあるそうですが、Lai Dai Hanとは、ベトナム語で、ベトナム戦争中に韓国軍兵士から性暴力を被った女性たちのことです。また、設置されるという彫刻は、イギリスの彫刻家レベッカ・ホウキンスの作品で、「石になったサバイバー」と名付けられています。ところが、そのLai Dai Hanに正義を」の理事でもあるこの彫刻家は、もう一人の理事のジャック・ストロウという人物、および、のちにSASVICの理事になる人物と三人で、すでに一年近く前に、ミッテ区の区長を訪ねているというのです。

According to the article, a group calling itself “Society against Sexual Violence in Conflict (SASVIC)” is preparing to exhibit a sculpture on sexual violence in the Mitte district of Berlin. SASVIC was formed in Berlin in June this year and in July applied to the district's “Art in Urban Space” jury for approval of a specific sculpture. The aim of the project is to raise awareness of sexual violence through art. They are said to be working with the British organization “Justice for Lai Dai Han,” where Lai Dai Han is the Vietnamese word for women who have suffered sexual violence at the hands of Korean soldiers. The sculpture in question, called “Petrified Survivor,” is by British sculptor Rebecca Hawkins, who is also a board member of the aforementioned Justice for Lai Dai Han. And she, along with another board member named Jack Straw, and a person who became a SASVIC board member later, visited the Mitte Ward District Mayor, Remlinger, almost a year ago, according to the District Mayor herself, who told the taz newspaper.

 

この件では、納得できないことが多すぎます。SASVICは当初、平和の像の立っている場所に彫刻を設置したいと申し出たが、その場所は避けるようにと助言したと、区長が9月の議会で発言しています。しかし区長は7月の時点では、平和の像の立っている場所に別の彫刻の認可申請が出されており、20254月に除幕されるだろうと、コリア協議会との面談で語ってます。いずれにしろ、「石になったサバイバー」設置計画が、像の撤去を至上命令としてきた、日本外務省にとって好都合なものであろうことは、容易に察しがつきます。実はこの「石になったサバイバー」という彫刻は、すでに2022年に、Preventing Sexual Violence in Conflict Initiative (PSVI)、という、イギリス外務省の主導する国際組織の会議で、公開されています。

There is much that is not clear about this matter: the Mitte Ward District 
Mayor told the Council in September that SASVIC had originally wanted
 to apply for permission for the site of the Peace Statue, but had been 
advised to avoid that site. However, when the District Mayor met with 
the Korea Verband in July, she said that an application had been submitted
 for approval of a specific sculpture on the site of the peace statue, 
and that it would be unveiled in April 2025. Either way, it is easy to 
see how the “petrified survivor” could be a boon to the Japanese Foreign
 Ministry, which, as the Japanese ambassador revealed, has made the 
removal of the statue a top priority. In fact, Rebecca Hawkins has 
already unveiled a prototype of the “petrified survivor” at a conference 
of the Preventing Sexual Violence in Conflict Initiative (PSVI), an 
international organization led by the UK Foreign Office, in 2022.

Then there is Jack Straw, the board member of “Justice for Lai Dai Han,” who was Foreign Secretary in the Blair government in the UK and also Secretary of State for Justice. Such an accomplished politician, together with a sculptor who shares her interests as a board member of the same organization, travelled all the way from the UK to Berlin Mitte for a two-year exhibition in a small community and for an organization called SASVIC, which didn’t even exist at the time. What are the benefits of this project? And who benefits from it?

2年前に、私は、平和の像が地元市民に受け入れられたと話しました。その像はこの間に、ベルリンの市民社会に欠けていた二つの重要なものをもたらしたことを、最後にお話しします。

Two years ago, I mentioned that the Peace Statue had been well received by local citizens. I would like to conclude by saying that the statue did two important things that were missing in Berlin's civil society at the time.

 

一つは、平和の像が、戦時性暴力の問題というテーマを、地域社会に持ち込み、それに関する議論を可能にしたことです。区議会議員たちは、「戦時性暴力の問題を、私たちに自覚させてくれて、感謝している」とコリア協議会に語りましたが、議論は、区議会に限りません。

One is that it brought the issue of wartime sexual violence into the community and made it possible to discuss it. Members of the District Council have told the Korean Verband that they are grateful that the issue of wartime sexual violence has been brought to their attention, but that the discussion is not limited to the District Council.

 

昨年の「紛争下の性暴力の根絶のための国際デー」では、スーダンの女性グループのサラさんが、「私たちにとって、日本軍『慰安婦』は、心からの関心事です。なぜなら、スーダンから来た私たちは、戦時下で、女性に対して暴力が振るわれることを、権力者が、サバイバーに正義がもたらされるのを拒否することも、よく知っているから」、と語りました。スーダンでは、その2ヶ月前に内戦が起こり、女性や子供への性暴力が続いていました。内戦は今も続いています。今年のメモリアルデーでは、像の近所に住む女性が、家族と自らが被った性被害について話しました。公の場で語ることはその人にとって、大きな決断でした。平和の像が、教育プロジェクトの中で、身近な性的体験について生徒たちの語りを促すエンパワーメントの役割を担っていることを、フリッツ・カルセン学校の教師や生徒たちが指摘しています。像が、日々、人々の目に触れる公共空間にあるからこそ、語られにくい性暴力が語られる契機になるのだと、複数の区議会議員も強調します。

At last year’s International Day for the Elimination of Sexual Violence in Conflict, Sarah from the Sudanese Women’s Group said: “For us, the Japanese military “comfort women” are a real concern. Coming from Sudan, we know very well that violence is perpetrated against women in times of war and that those in power refuse to bring justice to survivors. A civil war broke out in Sudan two months ago and there are several civil wars going on. On this year’s commemoration day, a woman who lives near the statue spoke about the sexual abuse that happened to her family and that she herself suffered. It was a big decision for her to speak publicly. In the educational project mentioned above, teachers and students at the Fritz Carlsen School point out that the Peace Statue plays an empowering role in making it easier for students to talk about their immediate sexual experiences. Several community councilors also emphasized that the fact that the statue is in a public space where people see it every day provides an opportunity to talk about sexual violence, which is difficult to talk about on a daily basis.

 

もう一つは、平和の像が、移民ルーツのコリア協議会によってもたらされたことです。ナチズムの過去を記憶する文化は、ドイツ統一後のナショナル・アイデンティティーですが、移民系コミュニティーの成員にとって、それは学ぶ対象ではありえても、必ずしも自己を投影できる対象ではありません。ミッテ区で、戦時の性暴力を記憶する平和の像というモニュメントが、議論を呼んだことは、ドイツの記憶文化のなかで、移民系コミュニティーにも発言権があることを、社会に示すことでもあったのです。

Another notable example is the role of the Korea Verband with migrant roots in shaping the image of peace. Following German reunification, the culture of remembering the Nazi past has become a significant aspect of national identity. However, for members of immigrant communities, it is primarily an object of learning and reflection, rather than a personal or collective reference point. The controversial Peace Statue, a monument to the memory of wartime damage in the Mitte district, has served to illustrate the presence and influence of the immigrant community in the German culture of memory.

この画像は、イベントの際に花や人に囲まれた平和の像ではなく、普段着のアリです。後ろの公園から出てきた人が、スマホを耳に当てて話し中です。犬を連れています。こんな風景の中のアリが好きなのは、私だけではありません。この4年間、ミッテ区の住民は、特にモアビット地区の人たち、像の隣人たちは、この穏やかな光景に慣れ親しんできました。

 

This picture shows Ali in her normal clothes, not the peace statue, surrounded by flowers and people at the event. A person coming out of the park behind her is talking on the phone, with the phone to his ear. He has a dog with him. I am not the only one who likes Ali in this kind of landscape. Over the past four years, the residents of Mitte, especially those in the Moabit district and the statue's neighbours, have become accustomed to this peaceful scene.

Occasionally, passers-by add a single flower. Across the street is a flower shop. A small child climbs onto an empty chair. Students from the education program dust the statues. As a District councilor says, “the statue has become part of the Mitte district.” The people of the Mitte Ward want to see scenes like this for a long time to come. So the struggle continues. Furthermore, the Korea Verband has initiated a crowdfunding campaign to cover the costs incurred as a result of pressure from the Japanese Government, including legal expenses and the cessation of municipal subsidies. つい昨日の日本のニュースで、大阪地方検察庁の元検事正が、酒に酔って抵抗できない状態の部下の女性に性的暴行をした罪に問われている裁判が始まり、元検事正は起訴された内容を認めました。被害者の女性検事がインタビューに答えて、6年間の間苦しんできたことを泣きながら訴えました。1回の性的暴力の被害であっても、被害者の心にはひじょうに深く、長く、痛ましい傷を残すものであることが彼女の訴えから理解できます。彼女は、今後も性暴力被害者に寄り添う検事として働きたいと述べました。おそらく、同じ犯罪の犠牲者に寄り添うことが、彼女にとっての心の傷の回復につながるからだと思います。

 

Just yesterday in the Japanese news, the trial of a former chief prosecutor of the Osaka District Public Prosecutor's Office, accused of sexually assaulting a female subordinate who was too drunk to resist, began and the former chief prosecutor admitted what he was accused of. The victim, a female prosecutor, was interviewed and wept as she described how terribly she had suffered over a period of six years; her complaint shows that even a single act of sexual violence can leave a very deep, long and painful scar on the victim's heart. She said that, as a prosecutor, she would like to continue working for victims of sexual violence. Perhaps because being close to victims of the same crimes helps her to heal from the emotional trauma.

 

数年にわたって、毎日、日本兵の性暴力に耐えざるをえなかった「慰安婦」と呼ばれた女性たちの心の痛みがどれほど深いものであったか、私たちの想像を超えていますが、この検事の証言から、その一端を感じることができます。しかも、朝鮮、中国を含むアジア太平洋全域の無数の女性に対する性暴力という「人道に対する罪」が国家権力の名で正当化され、その罪をいまだに日本政府は認めようとしていません。「平和の像」は、そんな無責任な国家政府に対して責任を追求し続ける、人間の叫びの象徴なのです。

 

It is beyond our imagination how deep the emotional pain must have been for the women known as 'comfort women' who were forced to endure daily sexual violence by Japanese soldiers for several years, but we can feel some of it through the testimony of this prosecutor. Furthermore, the 'crimes against humanity' of sexual violence against innumerable women throughout the Asia-Pacific region, including Korea and China, were justified in the name of state power. However, the Japanese government continues to refuse to acknowledge these crimes. The Statue of Peace serves as a symbol of the people's demand for accountability from a national government that has thus far failed to meet this obligation.

 

日本政府はその象徴である「平和の像」すら、破廉恥にも狡猾な手段をとって撤去させようと躍起になっています。これは「慰安婦制度」の被害者に対する許し難い犯罪行為であるだけではなく、あらゆる性暴力被害者に対する度し難い侮辱行為だと言わざるを得ません

 

The Japanese government is now trying to remove even its symbolic 'Peace Statue' by shamelessly and cunningly resorting to various measures. This is not only an unforgivable criminal act against the victims of the 'comfort women' system, but also an unforgivable insult to all victims of sexual violence.

今日のお二人、クリスティーン・キムさんと梶村道子さん、のとても有意義な報告の内容から学んだことを、私たちの反性暴力の市民運動の国際的連帯を強めるために活かし、精神的にも文化的にも豊かで平和で、希望のある未来が築けるように、みなさんと一緒に活動を続けていきましょう。今日は本当にありがとうございました。

Report on the online seminar The Message for Women's Dignity and Rights that the Peace Statues Convey - Linking Melbourne and Berlin

1026日、オンラインセミナー「『平和の碑』が広げつなぐメッセージ 女性の尊厳と人権~メルボルンとベルリンを結んで~」を開催した。日英2カ国語で行った今回の企画は、録画視聴の希望者を含めると国内外から100名近くの参加者をえて、最大7時間の時差のある日独豪を結んでの開催となった。オーストラリアのメルボルンで「平和の碑」を広げる運動に取り組んでおられるFCWM(メルボルン「慰安婦」友の会)事務局長のクリスティーン・キムさんには、「~メルボルン『平和の碑』が訴えるメッセージ~」と題して、またドイツのベルリンでミッテ区に設置された「平和の像」を守る運動をしておられる梶村道子さんには、「『アリはミッテ区の一部だ!』干渉を許さない住民たちの抵抗」というタイトルで、像を巡る取り組みの経緯と現状を鮮やかな画像を交えて詳しく報告して頂いた。参加者は日頃報道されることの少ない具体的な現地の状況を直接伺い、理解を深めることができた。

 

On 26 October, an online seminar The Message for Women's Dignity and Rights that the Peace Statues Convey - Linking Melbourne and Berlin was held. The seminar was conducted in two languages, English and Japanese, and was attended by nearly 100 participants from Japan and abroad, including those who wished to view the recording after the event, and was held between Japan, Germany and Australia, which have a time difference of up to seven hours. Dr Christine Kim, Executive Director of Friends of ‘Comfort Women’ in Melbourne (FCWM), who has been campaigning for the e expansion of the ‘Peace Monument’ in Melbourne, Australia, gave a talk entitled “The Appeal of the Message of the Statue of Peace in Melbourne,” and  Ms. Michiko Kajimura, who is campaigning for the protection of the “Statue of Peace” installed in the Mitte district of Berlin, Germany, presented a talk entitled “Ari is part of the Mitte District ! : Residents resist against interference.” She gave a detailed account of the history and current situation of the efforts to protect the Statue, with vivid photographs. Participants were able to deepen their understanding by hearing first-hand about specific local situations that are rarely reported in the media.

 

この企画の3日後、国連女性差別撤廃委員会(CEDAW)が日本政府に勧告を行った。「選択的夫婦別姓の導入」や「皇室典範の改正」、「沖縄の米軍による性暴力の防止と加害者の適正な処罰」など重要な勧告の中に「選択議定書の批准」という項目がある。女性差別撤廃条約の選択議定書は、各国の司法制度のもとで女性の人権侵害が救済されない場合、個人が直接国連機関に通告(申立て)できる制度を規定している。1999年に採択され2000年に発効した。女性差別撤廃の実効性を担保するために既に120以上の国が独立した国内人権機関を設置するなど積極的な対応をしている中、発効から20年以上経過してなお日本政府は批准もせず世界の流れに背を向けている。政府が即座に動いたことと言えば、前回2016年の勧告時と同様、「皇室典範の改正」に関わって、「皇位につく資格は基本的人権に含まれない」という奇妙な理屈で勧告の翌日には正式な抗議と削除の申し入れをしたことだけだ。

 

Three days after this event, the UN Committee on the Elimination of Discrimination against Women (CEDAW) issued recommendations to the Japanese Government. Among the recommendations, which include the introduction of a selective system of separate surnames for married couples, revision of the Imperial Household Law, and prevention of sexual violence by US forces in Okinawa and appropriate punishment of perpetrators, is the recommendation for ratification of the Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women. The Optional Protocol, which was adopted in 1999 and entered into force in 2000, establishes a system whereby individuals can directly notify a UN body if a violation of women's human rights is not adequately addressed through their national judicial system. While more than 120 countries have already taken proactive measures to ensure the effectiveness of the elimination of discrimination against women, including the establishment of independent national human rights institutions, more than 20 years after it entered into force, the Japanese Government has not ratified the Convention and has thus failed to align itself with global trends. The only immediate action taken by the government was, as in the previous recommendation in 2016, a formal protest and request for its removal the day after the recommendation. This involved the 'revision of the Imperial Household Law', with the somewhat peculiar logic that 'eligibility for the Imperial Throne is not included in fundamental human rights'.

 

日本政府の破廉恥さは、今回報告して頂いた二人のパネリストのお話の中でも具体的に語られた。ベルリンのミッテ区では、「平和の像」が建立された2020年以降、日本外務省が、様々な機会を通じて陰に陽にベルリン市長及びミッテ区長らに圧力をかけてきた。その圧力は単に像の撤去を強要するだけではない。コリア協議会が運営し地元の学校が参加する青少年のための啓発教育プログラムへの市からの補助金をカットさせたり、挙句の果ては、この件を批判的に報じている現地のジャーナリストにも接触するなど、恥も外聞もない。オーストラリアでは、時をさかのぼってシドニーに「平和の像」が建てられた2015年(第3次安倍内閣の時期)、「豪日コミュニティー・ネットワーク」なる団体を通じて、日本から右翼系団体の活動家が空路シドニー入りして設置反対のキャンペーンが繰り広げられた

 

The culpability of the Japanese government was also explicitly mentioned in the discussions of the two panelists who reported on this issue. Since 2020, when the Peace Statue was erected in the Mitte district of Berlin, the Japanese Ministry of Foreign Affairs has been exerting pressure on the mayor of Berlin and the mayor of the Mitte district behind the scenes in various ways. The pressure has not only been to force the removal of the statue. It has also shamelessly contacted local journalists who have reported critically on the case, for example to cut city subsidies for a youth awareness program run by the Korean Council (Korea Verband) and involving local schools. In Australia, when the Peace Statue was erected in Sydney in 2015 (during the third Abe cabinet), activists from right-wing groups in Japan flew to Sydney through an organization called the Australia-Japan Community Network to campaign against its installation.

 

「像の設置は一方的な言説を広めて反日感情を煽るものだ」とか、「地域社会に分断を持ち込む」などと主張して妨害キャンペーンが続いている。が、パネリストのクリスティーンさんはこう語った。「結局のところ、私たち全員が望んでいるのは、このような歴史が繰り返されないことです。過去に犯した残虐行為を認めず、責任者が説明責任を果たさないのであれば、歴史は繰り返されるに違いありません。私たちは、この問題を「我々対日本」という敵対状況にはしたくありません。…(中略)…私たちは日本のコミュニティが正義のために、そして女性と子供の権利が尊重される世界のために、私たちと共に闘うことを望んでいます。」今回の国際オンラインセミナーは、日本にいる私たちが国内でこの呼びかけに応えて声をあげていくこと、そのためにも国際連帯の絆を強めることを再度確認する場となった。(事務局:日南田)

 

There has been an ongoing campaign of obstruction, claiming that ‘the installation of the statues promotes one-sided discourse and fuels anti-Japanese sentiment’ and ‘brings division to the community.’ Yet, as our panelist Dr Christine Kim said, “At the end of the day, what we are all wanting is for history to never repeat itself. If there is no recognition of these atrocities that have happened and no accountability for those who are responsible, history is bound to repeat itself. We don’t want this issue to be a us vs Japan situation. …..We want the Japanese community to be on board and fight together for justice and to fight for a world where the rights of women and children are respected.” This international online seminar was an opportunity to reaffirm that we in Japan must respond to this call and raise our voices in Japan, and to strengthen the bonds of international solidarity to do so.

Thank you all for joining today’s webinar. I’m Christine and I’m the Secretary for Friends of “Comfort Women” in Melbourne, a small human rights organisation promoting peace, education and justice for the “Comfort Women” issue.

To give you a summary of who we are and what we do:

We are a non-profit organisation founded in 2016 by Korean community members in Melbourne. Our main objective then was to erect our very own Statue of Peace in Melbourne, and raise awareness of this issue that was becoming a controversial topic after the 2015 Korea-Japan Agreement.

 

まず、私たちがどのような団体で、どのような活動をしているのか、概要を説明いたします。私たちは2016年にメルボルンの韓国人コミュニティーのメンバーによって設立された非営利団体です。私たちの主な目的は、メルボルンに自分たち独自の「平和の像」を建て、2015年のいわゆる「日韓合意」が起こした論争問題に対する認識を高め、平和を促進することです。

Through holding fundraisers, bazaar stalls, networking locally and internationally with like minded organisations and individuals, we were able to erect the 10th international Statue of Peace in front of the Korean Society of Victoria in 2019.

 

募金活動やバザーの出店、同じような考えを持つ団体や個人との国内外でのネットワークを通じて、私たちは2019年にビクトリア州コリア協議会の建物の前に、第10番目「国際平和祈念像」を建立することができました。(田中加筆:メルボルンの「平和の像」は韓国で制作され、海外に送られて設置された10番目の像にあたります。)

These are just a few photos from the ceremony. We had hundreds of people attend, including guests who flew in from interstate, New Zealand and South Korea. This includes former Member of the National Assembly of the Republic of Korea, Yoon Mee-Hyang, who was the former head of the Korean Council, and Mayor of Hwaseong City whose people supported and funded our Statue of Peace. We also had Jan Ruff O’Herne’s daughter and granddaughter, Carol and Ruby, join us in celebration.

As you may already know, Sydney also has a Statue of Peace located in front of a church run by Reverend Bill Crews, which was headed by a group of activists who are now formally called Friends of “Comfort Women” in Sydney (FCWS).

 

すでにご存知かもしれませんが、シドニーにも「平和の像」があります。 この平和祈念像は、ビル・クルーズ牧師が運営する教会の前に設置されていますが、この教会での運動を率いたのは、現在では正式に「シドニー 『慰安婦 』友の会(FCWS)」と呼ばれる活動家グループです。

The Sydney Statue of Peace made headlines and sparked controversy as FCWS and supporters were under continuous attack from the Japanese community to halt the installation of the statue.

 

シドニーの「平和の像」は大きな話題となり、FCWSとサポーターが日本人コミュニティから設置中止を求める攻撃を受け続け、論争を巻き起こしました。

An example is a letter from the Australia-Japan Community Network which was sent to the Council at the time stating that the statue would be in breach of Australia’s Racial Discrimination Act and that this statue was a “hurtful historical symbol”. Further, they argued that the actions of the Korean community sought to “undo” the 2015 Japan-Korea Agreement.

 

例えば、豪日コミュニティ・ネットワークが当時のコリア協議会に送ってきた書簡では、この銅像はオーストラリアの人種差別禁止法に違反し、しかも「他人の感情を傷つける歴史的象徴物」であると述べています。さらに彼らは、韓国人コミュニティの行動は2015年の日韓合意を「取り消す」ものだとも主張しました。

 

As we all know, this Agreement between the two governments confirmed that the issue of the “Comfort Women” issue would be resolved “finally and irreversibly”. I’m sure we are all aware of how flawed this was on both a substantive and procedural level. This Agreement was negotiated in secret, with no input from survivors or advocates, failed to acknowledge full legal responsibility nor was a sincere apology provided.

 

周知のように、この日韓政府間の合意は、「慰安婦」問題を「最終的かつ不可逆的に」解決することを確認するはずのものでした。しかし現実には、この合意が、実質的なレベルでも手続き的なレベルでも、いかに欠陥のあるものであったかは周知のところです。この合意は、生存被害者や被害者の擁護者からの意見を取り入れたものでもなく、秘密裏に交渉され、法的責任を完全に認めず、心からの謝罪もありませんでした。

 

Luckily, Melbourne did not receive the same scale of backlash from the community when we unveiled our Statue of Peace, but we did receive similar letters to our council opposing the installation, mirroring remarks about how such installation would negatively affect the Japanese community members and their children.

 

幸いなことに、メルボルンではシドニーの「平和の像」の除幕式のときと同じような規模の反発は受けませんでしたが、シドニーの「平和の像」の設置が日本人コミュニティーの人たちとその人たちの子どもたちにどのような悪影響を及ぼすかについて書かれた反対意見と同じような手紙が、私たちメルボルンのコリア協議会にも届きました。

I think Vivian Pak, a member of FCWS and lawyer, summarised it well in an interview she did for ABC - “it hasn’t got anything to do with social division. I would love to have Japanese community members come on board…they’re our friends…we can make a peaceful relationship with them…this is about calling an end to war and violence and security of human rights”.

 

FCWSのメンバーで弁護士のビビアン・パク氏は、ABC(オーストラリア公共放送)のインタビューの中で、「この問題は社会的分断とは関係ありません。日本人コミュニティーの人たちにFCWSの委員会に参加してもらいたいです。日本人コミュニティーの人たちは私たちの友人であり、あの人たちと平和的な関係を築くことができるはずです。これは戦争や暴力に終止符を打ち、人権の保障を求める活動なのですから」と述べています。

 At the end of the day, what we are all wanting is for history to never repeat itself. If there is no recognition of these atrocities that have happened and no accountability for those who are responsible, history is bound to repeat itself. We don’t want this issue to be a us vs Japan situation. As Vivian mentioned, we want the Japanese community to be on board and fight together for justice and to fight for a world where the rights of women and children are respected. I hope to have more webinars like this where the Korean and Japanese community can come together in good faith to learn and bridge the gap between the two countries.

 

結局のところ、私たち全員が望んでいるのは、このような歴史が繰り返されないことです。過去に犯した残虐行為を認めず、責任者が説明責任を果たさないのであれば、歴史は繰り返されるに違いありません。私たちは、この問題を「我々対日本」という敵対状況にはしたくありません。ビビアン・パク弁護士が言ったように、私たちは日本のコミュニティが正義のために、そして女性と子供の権利が尊重される世界のために、私たちと共に闘うことを望んでいます。韓国人と日本人のコミュニティーが誠意をもって共に学び、両国の橋渡しをする、このようなウェブセミナーがもっと増えることを願っています。

We are also part of the Oceania Networking Group which consists of “Comfort Women” justice organisations from Melbourne, Sydney, Brisbane and New Zealand. We originally gathered to organise the first memorial event for Jan Ruff O’Herne, the Dutch-Australian survivor who passed away in 2019.

 

私たちはまた、メルボルン、シドニー、ブリスベン、ニュージーランドの「慰安婦」正義団体で構成されるオセアニア・ネットワーキング・グループの一員でもあります。私たちはもともと、2019年に他界されたオランダ系オーストラリア人の日本軍性奴隷制度の被害者、ジャン・ラフ・オハーンさんの最初の追悼式典を開催するために集まりました。

 

As we all know, Jan was a courageous activist who fought for justice and created a lasting legacy. When Jan bravely testified at the Hearing in Tokyo in 1992, she gave a stronger platform and voice to an issue that was predominantly Asian victims, so Oceania Networking Group hopes to continue Jan’s legacy and follow in the path she has paved for us.

 

周知のように、ジャンさんは正義のために闘い、永続的な記憶遺産を築いた勇気ある活動家でした。ジャンさんは1992年に東京で開催された公聴会で勇敢にも証言し、アジアの犠牲者が大半を占めるこの問題で、より強力な演説者として声をあげました。オセアニア・ネットワーキング・グループは、ジャンさんの記憶遺産を引き継ぎ、彼女が私たちのために切り開いた道を歩んでいきたいと考えています。

We will also continue to support Jan’s daughter and granddaughter Ruby and Carol in all their endeavours, especially Ruby’s works in the film industry.

 

私たちはまた、ジャンさんの娘さんキャロルと孫娘のルビーさんのあらゆる活動、特にルビーさんの映画業界での活動を支援し続けます。(田中加筆20223月に、私たち日本軍「慰安婦」問題解決ひろしまネットワークはキャロルさんによるウエビナーを開催し、ルビーさんが制作されたジャンさんのインドネシアの収容所における苛酷な生活について短編映画も上映しました。)

We also network and support other organisations outside of Australia. This includes supporting the Kassel Student Union, sending letters to the Berlin Mayor against the removal of the Statue of Peace, supporting the Korean Council in their events such as the Wednesday demonstrations, webinars and more. This is because collaboration with other organisations and individuals gives us strength and a sense of community.

 

また、オーストラリア国外の他の組織ともネットワークを作り、支援しています。これには、カッセル大学学生同盟の支援、ベルリン市長による「平和の像」の撤去案に反対するベルリン市長への手紙の送付、水曜デモやウェビナーなどのコリア協議会主催のイベントへの支援などが含まれます。これは、他の組織や個人との協力が、私たちに力と共同体意識を与えてくれるからです。

Internationally, the Statue of Peace in Berlin is probably at the forefront of everyone's minds. FCWM will continue to support Berlin in their fight to protect the Statue of Peace, which was set to be removed 28 September 2024. 

国際的には、ベルリンの「平和の像」は、おそらく誰もが最重要視していることでしょう。FCWMは、2024928日に撤去されることになっていた「平和の像」を守るために闘うベルリンを支援し続けます。

 

This is a letter I wrote to the Berlin Mayor a few months ago in response to the Berlin Mayor’s proposal to remove the statue. The main points include how the Berlin Statue of Peace and other monuments around the world are not “one-sided” as the Mayor claimed it to be. These monuments were established through the collective efforts of people from all nations who understood the importance of remembering the past to have a better future. I also compared the post-war efforts of Japan with Germany - a stark difference in the approach they took in terms of acknowledgement of their war crimes, educating the future generations and reparations to victims. Lastly, I reminded the Mayor that despite the controversies surrounding the Statue of Peace monuments, these monuments are symbols of peace, a promise to remember the legacy of the victims, to teach truth and promote a world where rights of women and girls are respected. Nothing more, nothing less.

 

これは数カ月前、ベルリン市長の「平和の像」撤去提案に対して私が書いた手紙です。主な内容は、ベルリンの平和祈念像や世界中の他の同じような記念碑が、市長が主張するような「一方的」なものではない、というものです。これらの記念碑は、より良い未来のために過去を記憶することの重要性を理解したあらゆる国の人々の努力の結集によって設立されました。私はまた、日本とドイツの戦後の取り組みな関する比較を勉強してみました。戦争犯罪の認識、後世への教育、被害者への賠償という点で、ドイツ人の人たちがとったアプローチには歴然とした違いがありました。最後に、私はベルリン市長に対し、「平和の像」をめぐる論争にもかかわらず、これらの記念碑は平和の象徴であり、犠牲者の遺産を記憶し、真実を教え、女性と少女たちの権利が尊重される世界を促進することを約束するものだと、この手紙で念を押しました。それ以上でもそれ以下でもありません。

I also resonate with the letter that the National Assembly Delegation for the Preservation of the Berlin Statue of Peace wrote: the statue is not intended to create historical controversy between Korea and Japan. If Berlin turns this into a diplomatic issue and is uncomfortable with it, the city could face protests from citizens worldwide. I think this is an accurate representation and shows the importance of why we need the international community to work together.

 

ベルリン「平和の碑」の保存を求める(韓国)国会代表団が書いた手紙にも私たちは共鳴します。すなわち、「この像は、韓国と日本の間に歴史的論争を巻き起こすことを意図したものではありません。もしベルリンがこれを外交問題化し、これに不快感を抱くようなことがあれば、世界中の市民から抗議を受ける可能性がある」という主張です。この主張は極めて正確な表現であり、なぜ国際社会が協力する必要があるのか、その重要性を示していると私たちは思います。

 

This is not just a Berlin issue. This is a global issue that will cause a global outcry, and this is thanks to the global outreach of this movement. The more connected we are worldwide, and the more we raise awareness of this issue, the stronger we are and the louder our voice will be when we protest against such injustice like what Berlin is facing now. It’s important we do not lose any more of our Statue of Peace monuments because of political and diplomatic pressures.

 

これはベルリンだけの問題ではありません。これは世界的な大反響を巻き起こすグローバルな問題であり、私たちのこうした運動の世界的な広がりのおかげなのです。私たちが世界的につながりあい、この問題に対する認識を高めれば高めるほど、私たちはより強くなり、ベルリンが今直面しているような不正義に抗議するとき、私たちの声はより大きくなるはずです。政治的、外交的圧力のために、これ以上「平和の像」を失わないことが重要です。

Since we erected our Statue of Peace in Melbourne back in 2019, we have been focusing on educating others about the issue of the “Comfort Women” system. For example, we hosted a book concert for one of our members, Professor Han. It was an opportunity for members of the Korean community to come together to learn and ask questions about this issue and how they can support this movement.

 

2019年にメルボルンに「平和の像」を建立して以来、私たちは「慰安婦」制度の問題についての啓発活動に力を入れてきました。例えば、メンバーの一人であるモナシュ大学のハン教授の、韓国の政治問題に関する著書の出版記念コンサートを開催しました。メルボルンの韓国系コミュニティの人々が一堂に会し、この問題について学び、質問し、この運動をどのように支援できるかを考える機会となりました。

We also had primary school students visit the Statue of Peace where we ran an educational presentation and craft making activity for students to learn. We’ve also presented at a high school to raise awareness about our organisation and the “Comfort Women” issue.

 

また、小学生が「平和の像」を訪れ、それに合わせて私たちは「慰安婦」に関する教育的な説明会と手工芸教室も開きました。また、私たちの組織と「慰安婦」問題についての認識を高めるため、高校でも説明会を行いました。

There is also a lot of distorted information out there about the “Comfort Women” issue, a lot of misunderstanding of what it was, as well as those who don’t know about it at all. So part of our mission also involves righting the misinformation that is out there and to keep this history alive. One way we did this was through a stall we had at the Korean Festival event.

 

また、「慰安婦」問題については多くの歪曲された情報が出回っており、それが何であったかについて多くの誤解があり、全く知らない人たちもいます。ですから私たちの使命のひとつは、世の中に出回っている誤った情報を正し、この問題の真実の歴史を守り続けることでもあります。その一つの方法として、私たちはコリアン・フェスティバルのイベントに出店しました。

 

This isn’t an event just for Koreans but for people of all backgrounds to learn more about Korean culture, such as food, traditional games and of course, the infamous Squid Game. We had many people come up to our stall to learn about this issue, and we received a lot of positive feedback. And that’s what we want to keep up - we want to keep the conversation going.

We also support our current network of friends, which of course includes Yuki Tanaka. The first picture was taken at Yuki’s recent book launch, which was an absolute success. The second one is when he visited the Korean Society of Victoria to see the Statue of Peace.

Our current project at the moment is called the Global Statue of Peace project. Our plan is to have a Chinese Statue of Peace and Jan Ruff O’Herne’s monument next to our current one. Once these three statues are next to each other, our goal is to move them to a public area, such as a park, for more people to see and learn.

Ultimately, we want to create an area, whether it be a park, a street or a small piece of land, dedicated to remembering and learning about this issue, as well as to symbolise human rights and peace for all. Every month, our members put a small donation towards our sponsorship project account. We are planning to have a sponsorship program to support women and girls affected by gendered violence in areas of conflict.

As the first step, we are working on the Chinese Statue of Peace with the Chinese Australians of Peace Association (CAPA). CAPA has been working tirelessly on raising funds to have the Chinese Statue of Peace made and shipped to Melbourne.

The Chinese Statue of Peace has made its way safely to Melbourne, but we are unable to install it next to our Korean Statue of Peace at the moment due to the backlash we are receiving from the Korean community.

We’re currently in the process of holding public hearings so that those who oppose the instalment of the Chinese Statue of Peace can come and voice their concerns.

The concerns raised in the first public hearing on 24 August 2024 mainly related to opposition due to the history between China and Korea. As a result, certain Koreans continue to have negative sentiments towards Chinese people.

 

私たちは現在、中国の「平和の像」の設置に反対する人々が来て懸念を表明できるよう、公聴会を開催しているところです。2024824日に行われた第1回公聴会では、主に中国と韓国の間の歴史問題に起因する反対に関する懸念が提起されました。その問題の結果、一部の韓国人は中国人に対して否定的な感情を抱き続けているからです。

 

This will be an ongoing mission for FCWM to persuade the Korean community in Victoria to open up to our project and to open up to the idea of collaborating with the Chinese community for a common good. We will be holding a number of these public hearings until we can come to an agreement as it is important for FCWM to show the public that we are taking into consideration the voices of the community and want to work in collaboration and cooperation with everyone. Although this will be a difficult and long journey for both FCWM and CAPA, we have hope that at the end of the day, people will come to realise that the “Comfort Women” issue is not a matter for only Koreans.

As we all know, the “Comfort Women” system did not victimise Koreans alone. This isn’t just a “Korean” issue. It was the human trafficking, sexual enslavement and murder of women and girls from China, Philippines, Thailand, Burma, Dutch East Indies, Papua New Guinea and more.

 

周知のように、「慰安婦」制度は朝鮮人だけの被害問題ではありません。これは「韓国人」だけの問題ではないのです。中国、フィリピン、タイ、ビルマ、オランダ領東インド、パプアニューギニアなどの女性や少女を人身売買し、性的奴隷にし、殺害した問題なのです。

These women and girls were forced into sexual servitude, transported around to these “comfort” stations that were located wherever Japan imperialised. They were raped, tortured and some murdered. Women and girls as young as 11 from different places shared the same pain and suffering, relying on each other in times of darkness. So this issue goes beyond the issue of diplomatic relations between countries, who hates who, personal feelings about a certain country and politics. This issue is about human rights.

 

これらの女性や少女は強制的に性的隷属を強いられ、日本が帝国主義化したあらゆる場所に設置された「慰安所」に移送されました。彼女たちはレイプされ、拷問され、殺された者もいました。各地から集められた11歳の子供を含む少女や女性たちは、同じ痛みと苦しみを分かち合い、暗闇の中で互いに頼り合っていました。だからこの問題は、国と国との外交関係、誰が誰を憎むか、特定の国に対する個人的感情や政治といった問題を超えているのです。この問題は人権問題なのです。

 

It is about a war crime that was never resolved, a human rights issue that affected so many women and girls from different countries, and it is about coming together as an international community to tackle this injustice. The Chinese Statue of Peace is a symbol of the injustice Chinese women and girls have incurred, and to put it next to our Korean Statue of Peace shows the two countries coming together to tackle this issue, regardless of the past.

 

それは、解決されることのなかった戦争犯罪についてであり、さまざまな国の多くの女性と少女に影響を与えた人権問題であり、この不正義に取り組むために国際社会として団結することが重要なのです。中国の平和祈念碑は、中国の女性と女児が被った不正義の象徴であり、それを私たちの韓国の平和祈念碑の隣に置くことは、過去にかかわらず、この問題に取り組むために両国がひとつになることの大切さを示しています。

The reason why FCWM and other organisations and individuals continue to fight for justice is because we do not believe this issue has been resolved. Despite being forced into silence for almost half a century, and despite over 80 years having passed, survivors continue to fight to have their voices heard. But their voices continue to be drowned, distorted and undermined.

 

FCWMをはじめとする団体や個人が正義のために闘い続ける理由は、この問題がすでに解決されたとは考えていないからです。半世紀近く沈黙を強いられ、80年以上が経過したにもかかわらず、生存者は自分たちの声を聞いてもらおうと闘い続けています。しかし、彼女たちの声はかき消され、歪められ、損なわれ続けています。

 

People continue to see this through a political lense and label it as controversial and as a feud between Korea and Japan. As a result, the symbolism of these Statues of Peace have also been tainted as political and “one-sided,” as voiced by the Mayor of Berlin.

I think this speaks to the ignorance of the Mayor's understanding given that Statue of Peace monuments are erected all around the world by the collective efforts of people from all nations who understand the importance of remembering the past to have a better future. Therefore, we cannot say that the “comfort women” issue is of the past and irrelevant in this day and age. The issue of human trafficking, sexual slavery and violence against women and girls continue to be prevalent as a lucrative business and as a weapon of war. So we cannot say this issue is one-sided. We cannot say that this issue is historical nor irrelevant to other communities.

 

「平和の像」は、より良い未来のために過去を記憶することの重要性を理解するあらゆる国の人々の努力によって、世界中に建てられていることを考えると、これはベルリン市長の無知を物語っているように思われます。したがって、「慰安婦」問題が過去のものであり、現代において無関係であるとは言えません。人身売買、性奴隷、女性や少女に対する暴力の問題は、儲かるビジネスとして、また戦争の武器として、依然として蔓延しています。だから、この問題が一方的なものだとは決して言えません。この問題が単なる歴史的なものであるとも、他のコミュニティと無関係であるとも、決して言えません。

We hope that a day will come when the issue will be viewed for what it truly is - a human rights issue. We hope the day will come when the Statue of Peace will be seen for what it truly is. For the victims of the “Comfort Women” system, the Statue of Peace shows our promise to remember their legacy and continue their fight for justice. To others, it teaches truth and promotes a world where rights of women and girls are respected. The Statue of Peace in Melbourne, Sydney and all around the world is a powerful testament and symbol of promise and peace.
